“And he took up his discourse and said, ‘The oracle of Balaam the son of Beor, the oracle of the man whose eye is opened, the oracle of him who hears the words of God, and knows the knowledge of the Most High, who sees the vision of the Almighty, falling down with his eyes uncovered:’”
Numbers 24:15-16
This is a repetition of verses 3-4, showing it’s importance. This is describing the true prophet:
And he took up his discourse and said: He speaks in parables.
The oracle of Balaam the son of Beor: From the mouths of ordinary people speak the mysteries of God.
The oracle of the man whose eye is opened: The man whose spiritual eyes are opened.
Have to hear the word of God: those who hear with spiritual ears.
Knowing the will of the Most High: knowing in spirit.
Seeing the vision of the Almighty: seeing in spirit.
Those who fall with their eyes open: Anyone who sees God the Almighty, falls (died to the old self).
Say: What the LORD speaks, that will he speak.
