Numbers‬ ‭24:3-4‬

“And he took up his discourse and said, “The oracle of Balaam the son of Beor, the oracle of the man whose eye is opened (or closed, or perfect), the oracle of him who hears the words of God, who sees the vision of the Almighty, falling down with his eyes uncovered:”

Discourse H4912: Apparently from מָשַׁל H4910 in some original sense of superiority in mental action; properly a pithy maxim, usually of a metaphorical nature; hence a simile (as an adage, poem, discourse): - byword, like, parable, proverb. H4910: A primitive root; to rule.
