“The LORD spoke to Moses, saying, “Avenge the people of Israel on the Midianites. Afterward you shall be gathered to your people.” So Moses spoke to the people, saying, “Arm men from among you for the war, that they may go against Midian to execute the LORD’s vengeance on Midian. You shall send a thousand from each of the tribes of Israel to the war.”

Numbers 31:1-4

Numbers 21:8 And the LORD said to Moses, "Make a fiery serpent and set it on a pole, and everyone who is bitten, when he sees it, shall live."21:9 So Moses made a bronze serpent and set it on a pole. And if a serpent bit anyone, he would look at the bronze serpent and live.

Avenge the people of Israel on the Midianites.

Numbers 25:6 And behold, one of the people of Israel came and brought a Midianite woman to his family, in the sight of Moses and in the sight of the whole congregation of the people of Israel, while they were weeping in the entrance of the tent of meeting.25:9 Nevertheless, those who died by the plague were twenty-four thousand.25:15 And the name of the Midianite woman who was killed was Cozbi the daughter of Zur, who was the tribal head of a father's house in Midian.25:16 And the LORD spoke to Moses, saying,25:17 "Harass the Midianites and strike them down,25:18 for they have harassed you with their wiles, with which they beguiled you in the matter of Peor, and in the matter of Cozbi, the daughter of the chief of Midian, their sister, who was killed on the day of the plague on account of Peor."

Numbers 22:3 And Moab was in great dread of the people, because they were many. Moab was overcome with fear of the people of Israel.22:4 And Moab said to the elders of Midian, "This horde will now lick up all that is around us, as the ox licks up the grass of the field." So Balak the son of Zippor, who was king of Moab at that time,22:5 sent messengers to Balaam the son of Beor at Pethor, which is near the River in the land of the people of Amaw, to call him, saying, "Behold, a people has come out of Egypt. They cover the face of the earth, and they are dwelling opposite me.22:6 Come now, curse this people for me, since they are too mighty for me. Perhaps I shall be able to defeat them and drive them from the land, for I know that he whom you bless is blessed, and he whom you curse is cursed."22:7 So the elders of Moab and the elders of Midian departed with the fees for divination in their hand. And they came to Balaam and gave him Balak's message.

Afterward you shall be gathered to your people.

Numbers 27:12 The LORD said to Moses, "Go up into this mountain of Abarim and see the land that I have given to the people of Israel.27:13 When you have seen it, you also shall be gathered to your people, as your brother Aaron was,27:14 because you rebelled against my word in the wilderness of Zin when the congregation quarreled, failing to uphold me as holy at the waters before their eyes." The LORD of hosts is mustering a host for battle.13:5 They come from a distant land, from the end of the heavens, the LORD and the weapons of his indignation, to destroy the whole land.

You shall send a thousand from each of the tribes of Israel to the war.

Isaiah 30:15 For thus said the LORD God, the Holy One of Israel,"In returning and rest you shall be saved; in quietness and in trust shall be your strength." But you were unwilling,30:16 and you said,"No! We will flee upon horses"; therefore you shall flee away; and, "We will ride upon swift steeds"; therefore your pursuers shall be swift.30:17 A thousand shall flee at the threat of one; at the threat of five you shall flee, till you are left like a flagstaff on the top of a mountain, like a signal on a hill.30:18 Therefore the LORD waits to be gracious to you, and therefore he exalts himself to show mercy to you. For the LORD is a God of justice; blessed are all those who wait for him.

You shall gather all its spoil into the midst of its open square and burn the city and all its spoil with fire, as a whole burnt offering to the LORD your God. It shall be a heap forever. It shall not be built again. None of the devoted things shall stick to your hand, that the LORD may turn from the fierceness of his anger and show you mercy and have compassion on you and multiply you, as he swore to your fathers, if you obey the voice of the LORD your God, keeping all his commandments that I am commanding you today, and doing what is right in the sight of the LORD your God.”

And Moses was angry with the officers of the army, the commanders of thousands and the commanders of hundreds, who had come from service in the war. Moses said to them, “Have you let all the women live? Behold, these, on Balaam’s advice, caused the people of Israel to act treacherously against the LORD in the incident of Peor, and so the plague came among the congregation of the LORD. Now therefore, kill every male among the little ones, and kill every woman who has known man by lying with him. But all the young girls who have not known man by lying with him keep alive for yourselves.”
